I must make a correction on this. When the Federal Reserve Act was passed the Senate, which had been the holdout - as it often is - had adjourned for Christmas without the words "sine die" which signifies that no more business would be conducted. With no on present to call for a quorum, none was taken. The legislation was technically legally voted on, on the cuff of the quorum earlier in the day. Sneaky? Quite, but technically still legal.
