Zec 10:2
For the teraphim speak iniquity, And the diviners see lying visions, And tell false dreams; They comfort in vain. Therefore the people wander like sheep, They are afflicted, because there is no shepherd.

Teraphim are idols. Idolatry is a lie. The diviners see lying visions and comfort the people by telling them what they want to hear. The people of Israel were wandering like sheep because they have no shepherd.

Ezek 34:5-8
“And they were scattered for lack of a shepherd, and they became food for every beast of the field and were scattered. 6“My flock wandered through all the mountains and on every high hill, and My flock was scattered over all the surface of the earth; and there was no one to search or seek for them.”’” 7Therefore, you shepherds, hear the word of the LORD: 8“As I live,” declares the Lord GOD, “surely because My flock has become a prey, My flock has even become food for all the beasts of the field for lack of a shepherd, and My shepherds did not search for My flock, but rather the shepherds fed themselves and did not feed My flock;
In the day of Zechariah, Judah was without a shepherd to lead them. In Torah, Moses said that he did not want Israel to wander like sheep without a Shepherd, so Elohim had him appoint Yeshua as their shepherd.

Num. 27:16-18
“May the LORD, the God of the spirits of all flesh, appoint a man over the congregation, 17who will go out and come in before them, and who will lead them out and bring them in, that the congregation of the LORD may not be like sheep which have no shepherd.” 18So the LORD said to Moses, “Take Joshua the son of Nun, a man in whom is the Spirit, and lay your hand on him;

In Zechariah's day, they had no shepherd and were wandering like lost sheep. But Elohim would soon send the Good Shepherd to lead them.

John 10:14-15
“I am the good shepherd; and I know My own, and My own know Me, 15even as the Father knows Me and I know the Father; and I lay down My life for the sheep.

Zec 10:3
"My anger is kindled against the shepherds, And I will punish the male goats; For the LORD of hosts has visited His flock, the house of Judah, And will make them like His majestic horse in battle.
