Unoptimized ACR-E doing 1.4 to 2.1 mil crits / Global mods make weapon choice & Strikers irrelevant

Notice the extremely high damage now possible on long range weapons? The ACR-E is a mediocre weapon, but can now do massive damage due to three Global Modifiers... Point Blank (Passive), By the Teeth (Passive), and Reversal (Active). This unoptimized ACR-E can now inflict 1.4 to 2.1 million damage on critical hits with less than 50 Striker stacks so long as enemies stay long range (easy to do).

When overall weapon damage is this high, does it even matter which weapon does more damage than another?
