On October 21, 2024, SJSO Deputies responded to a possible shoplifting at Ulta on Durbin Pavilion Drive. Deputies approached a green Dodge Charger in the parking lot and attempted to speak with the driver, 33-year-old Devon Spencer, who refused to roll down his window and cooperate with Deputies requests. Spencer attempted to flee, striking a SJSO patrol vehicle and other parked vehicles on the way out of the parking lot. Spencer led Deputies on a pursuit before a PIT maneuver was successfully executed by Deputies on Racetrack Rd.

Once the vehicle came to a stop in a grass area, Deputies witnessed Spencer throw two firearms from the vehicle. Both firearms were loaded, and one was reported stolen out of Clay County. In addition to the recovered firearms, Deputies located small plastic baggies containing presumably fentanyl, marijuana, cocaine, and meth inside the vehicle. Spencer was taken into custody and charged with fleeing and eluding, tampering with evidence, possession of a firearm by a convicted felon, felony criminal mischief.
