New Jersey Made History By Becoming The First State To Ratify The Bill Of Rights, Demonstrating Its Leadership In Safeguarding Individual Liberties. Meeting In Perth Amboy, State Legislators Considered The 12 Amendments Proposed By Congress On September 25, 1789. The Federal Constitution, Ratified Just A Year Prior, Had Faced Criticism For Its Lack Of Explicit Protections For Personal Freedoms.
