Biden's missile decision is message to Moscow: analyst

The reported decision by President Joe Biden to allow Ukraine to use U.S.-made weapons to strike deep into Russia is unlikely to change the war's overall trajectory, former U.S. ambassador to Georgia Ian Kelly said, but could help Ukraine at a moment when Russian forces are making gains and possibly put Kyiv in a better negotiating position when and if ceasefire talks happen.
