In yet another blatant act of terror, Israel has targeted a Lebanese civil defense center near Lebanon's Baalbek, killing at least 12 rescuers, with the center’s chief, Bilal Raad, still trapped under the rubble. HRW has condemned Israel’s repeated attacks on medics in Lebanon as “apparent war crimes.”
