LocalSend is an open sourced equivalent to Airdrop for direct file sharing across a network from one device to another. It exists for windows, mac os, android, IOS and pretty much every version of Linux.

If you are trying to send files from one phone to another without wifi, you will need to configure one phone as a hotspot so the other person can connect to it for the software to work. There is no need to do it over the internet. In this video I am walking you through the basics on how to do it with Linux Mint. It also is the same way for windows.
