Diagnosing a Bad Electrical Outlet

My mistake here was that I used a circuit tester with a light rather than a voltmeter. Voltage was too low (91 volts) and it was caused by loose wiring in the main panel.
I was able to use the old outlet and I returned the new one to the hardware store.
