Keaton learns that her executive order will stand and in fact will be expanded upon once she gets her democrat controlled house and Congress to approve a new amendment to the constitution. Known as amendment 30, or the Enhanced Residents Allotment, this amendment will make it clear that any enhanced citizen of the United States will be considered covered under every right of the constitution unless they act against the dictates of a new Citizens Bureau that president Hill will be setting up as well This Bureau will constantly be evaluating any action that any Enhanced ever does to decide if that Enhanced can continue to have rights or their rights can be stripped and to the Shelf they go. In other words, Hill is about to make it so she has the power to give people their God given freedoms under the bill or rights or to take every right from them. Hill also makes it clear any non Enhanced individual who aides an Enhanced against this new Bureau will also suffer under amendment 30. It is then that Keaton understands he may never leave the oval office as guards and military surround him.
