Metro police bodycam of a use of force arrest of a suspect who tried to escape, fake a seizure

On Wednesday, October 23, 2024, members of the 5th District crime suppression team were patrolling in the 1800 block of Kendall Street Northeast. At about 8:34 PM, involved officer 1 and involved officer 2 observed and approached an individual who appeared to be non-responsive in the passenger seat of a parked vehicle.

While officers roused and began speaking with the individual, involved officer 2 observed what was believed to be a gun holster sticking out from under the passenger seat. Officers directed the individual to step out of the vehicle and to put their hands behind their back. After the individual stepped out, they attempted to evade the officers. Officers apprehended the individual, but the individual resisted attempts to apply handcuffs. The officers were joined by 4 additional officers.

During the struggle to apply handcuffs, officers took the individual to the ground. After the officers were able to handcuff them, the individual stopped talking and moving. The individual appeared to be unconscious but breathing, and the officers requested DC fire and emergency medical services to respond. The individual began to shake for a period as if having a seizure. The individual was silent for about 4 minutes total before talking again.

The fire and emergency medical services personnel arrived, assessed, and cleared the individual on the scene. A k 9 unit responded to the scene to sweep the individual's vehicle and gave a positive indication of a firearm. A Glock pistol and a small zip bag containing a white powdery substance were recovered from inside the vehicle.

The individual was placed under arrest for carrying a pistol without a license, possession of an unregistered firearm, possession of unregistered ammunition, possession of a large capacity ammunition feeding device, possession of a controlled substance, crack cocaine, receiving stolen property, felon in possession, and resisting arrest.
