Do Small Cash Tip Workers Report Them To IRS?

Trump does what he says most of the time while the Democrats continue to flounder. With that said, even if Trump did give up taxes on tips, does that really move the needle that much with the small cash tip worker scene? Sure, jobs where the government is expecting you to earn a bunch in tips, they will have their hand out. But the rest of people, the smaller tips, do all these workers really report these tips to the IRS and pay taxes on them?

I remember starting out moving cars around car dealerships, getting small cash tips from customers, decades ago. But even though that was a long time ago, I never once thought I needed to tell the government some guy like the job I did on his car wash. Am I crazy?
