CA 2024 Prop 5 Affordable Housing. Sore losers changing the rules? Will this solve housing crisis?

Bonds often require a 2/3 super majority to pass in CA. But bond proponents have had a tough time reaching that threshold. They already changed the rules for school bonds to only require a 55% majority. Now the affordable housing proponents are trying to do the same thing.
