The Philippine Coast Guard accused China of engaging in island-building activities at Sabina Shoal. As a treaty ally of the Philippines, the U.S. has been supportive of Philippine claims in the region.

China has a history of large-scale land reclamation projects in the region, having created over 3,000 acres of reclaimed land and seven artificial islands in the Spratlys alone.
The Scarborough Shoal standoff began on April 8, 2012, when the Philippine Navy attempted to apprehend eight Chinese fishing vessels near the shoal. This led to a tense situation between the Philippine Navy and the Chinese Coast Guard.
Scarborough Shoal is located approximately 120 nautical miles (220 km) west of Luzon Island in the Philippines, and about 470 nautical miles (870 km) from mainland China.
Dispute: Both China and the Philippines claim sovereignty over the shoal.
The incident prompted the Philippines to file an international case against China under the rules of UNCLOS1
2016 ruling: The Philippines won the case in 2016, with the international court effectively invalidating China's "nine-dash line" claim in the South China Sea.
U.S. involvement: The incident drew attention from the United States due to its 1951 Mutual Defense Treaty with the Philippines.
