The Institute for Justice has filed a federal lawsuit against the city of Norfolk, Virginia for their partnership with Flock Safety, a company that installs automated license plate readers all around the United States and collects over 1 billion license plate data points per month (where and when a vehicle was seen by a Flock Safety camera).

The lawsuit claims this partnership constitutes an unreasonable search because every driver on the road is being monitored, not just people for whom the police have probable cause. This system is being used without judicial oversight (no warrants are needed) and the system is frequently abused by police officers, including a police chief, to monitor their exes.
