Johnson cited the need to avoid mass layoffs and maintain city services, though the proposal faces opposition from several aldermen who suggest alternative budget cuts, especially within the police department.

The increase would impact homeowners, adding about $175 to property taxes on a $200,000 home, CBS News has reported.
