Neighbors say city-county council acted illegally to reconsider a zoning request

The request was already denied by the Metropolitan Development Commission last October. In the original request, the Keystone Realty Group asked to develop 13 acres of land, but they said they made a clerical mistake and meant to ask for five acres of land.
