HAARP is an acronym for High Frequency Active Auroral Research Program and has been associated with everything from mind control to weather extremes such as hurricanes, floods, earthquakes and tornadoes since the project's inception in the early 1990s.
Former Iranian President Mahmoud Ahmadinejad, for example, told the United Nations in 2010 that the plant was responsible for devastating floods in Pakistan.
