How can you sleep while Jabalia is being devastated?

This video deeply saddened and pained me. This poor infant under the rubble in Jabalia is looking out from that small opening, extending his tiny hand in search of help, which appears to be delayed due to the lack of equipment to rescue him without causing harm.
