**Mission Report – October 25, 2024**

**Reconnaissance in North Carolina Mountains**
Today, Bohannan conducted an aerial survey of the destruction in the mountainous regions of North Carolina. The scale of devastation observed at one site was total, revealing a landscape completely transformed and highlighting the tremendous need for coordinated recovery efforts.

The rebuilding strategy, as outlined in the manual authored by Bohannan and now adopted by the National Guard, consists of a three-phase triage approach:

1. **Repair** – Salvageable homes and properties will be prioritized for repair to allow families to return as soon as possible.

2. **Emergency Shelter** – For homes and structures deemed a total loss, temporary emergency shelter will be provided to support displaced families in the short term.

3. **Rebuild** – Where full restoration is impossible, efforts will focus on comprehensive rebuilding from the ground up.

A unique and pressing issue has emerged in this recovery effort: most of these mountain homes lacked flood insurance, as few could have anticipated such extensive water damage in elevated areas. The combination of unprecedented conditions and limited insurance coverage has left these families vulnerable and in urgent need of support to restore their homes and lives.
