Even though John Cabot explored the East Coast and claimed it for England, England was slow to colonize because it feared invasion from Spain (with good reason!). Richard Hakluyt lobbied the monarchs for years until finally the first colonists were sent to the New World. At Cape Henry, the colonists made a covenant with God that this land would be evangelist to the world.
