*After the battle of Houston ends it is left to Control and Reject alone to help save what is left of downtown. But as soon as that is done Reject takes off for places unknown while Control heads back to find which Containment Sister Salvation ran Wreck to. It is then that Control realizes that SuperDuper and the Protector went immediately to DC instead of Just Headquarters. A new administration is in DC...led by former California governor and now president Harriett Hill...and this administration is well known to be one in favor of more government intervention in superhero affairs and Hill has already lent a receptive ear to SuperDuper and the Protector. So far, government intrusion into superhero matters have been limited to every super group needing to be registered, and every super group required to have a Protector in their midst, but SuperDuper and the Protector get president Hill to sign an executive order over night to strip all rights and freedoms from any super if the government deems them to be a threat to democracy. No matter what they have done in the past, and without a trial, one executive order makes it so Wreck is not at Just Headquarters waiting for Control to investigate the whys behind why he went so wild. Wreck is in the Shelf, the supermax unit housing such villains as Fissure and Candy Kane, villains Control put there and monsters he knows Wreck is not. Worst of all, the Shelf seems to be affecting Harrison Selleck...Wrecks human form...in a way that makes Control believe Selleck might not last for long. Control has always been a hero who understood the need for a moral grey...he is not a man out to end crime or Injustice, he just wants to keep it all contained, controlled...and for years he thought he did that the best with the Just, with government assistance, yet now he has doubts [AI Art]*
