Dr. Monteith was an American physician who was very well read. He authored a book, Brotherhood of Darkness. He actually went through the personal papers of the late Dr. Quigley, and interviewed Quigley's wife, who admitted that the plates to the book, Trageddy and Hope, were destroyed lest the book be reprinted. He quoted Bertrand Russell who said, "The best way to control a population is to have a bacteriological war."
