This team took me forever to beat - Pokemon Inclement Emerald Part 16

We confront Team Aqua who set up shop inside the Weather Institue. A lot of their trainers have really leveled up their teams. Once we reach the top of of the building, we meet one of their admins, who has a frustratingly strong ice team. Luckily there is a rest point inside the building.

It looks like we will have to adjust our team in the near future.
