Michigan's "Inactive" Voter File Seems to Have no Containment

Muskegon county's voter registration numbers are WAY beyond the population of eligible voters. It seems to be "normal" that localities in Michigan have a voter registration total exceeding the adult citizen population by 20-25%. The excuse seems to be the "inactive" voter file which apparently has no limits or containment.
