If we go back a few years, you may recall the Assad government was repeatedly accused of using chemical weapons in the Syrian civil war, allegations that were proven false.

Now, Kiev is planning to accuse Moscow, with help of OPCW, of using chemical weapons in the Ukraine conflict, according to the Russian Defense Ministry.
