What does the CIA have to do with the crisis in Appalachia? The history of the CIA includes many stories of individuals succeeding where a bureaucracy failed. From WWII through Korea and Vietnam, the boogeyman of secretive government organizations sure has plenty of publicly available failures. So, which is it?
