A Skitzo Bridge Troll Appears!

We have a serious drug/mental illness problem in this country. The wind and cars flying by make it kinda hard to hear, but you can get the gist of what people in big cities typically experience when they walk for groceries. It didn't used to be like this. Somebody's gotta be to blame for why it's this way. Who is it?
