Almost all the civilians remaining in the city are elderly, with nowhere and no one to go to. Those with relatives in Russia couldn't leave because the Kiev authorities are holding people hostage.

Now, Gagarin explains, those wishing to go to relatives in Russia will be able to leave, and those who want to go to Ukraine will not be prevented. Those who want to stay will have to be patient until the city is restored. In any case, the military promised to feed everyone, provide medicines, clothes, and fuel for the stoves.
