Police officer body cam video and audio show the Dec. 16, 2022 arrest of then 72-year-old Mark Winters, a retired Delta Airlines captain.

Winters' blood alcohol concentration read 0.013% - more than six times less the legal limit of .08%. A toxicology report later confirmed his blood alcohol concentration at the time of arrest was 0.016% - five times less than .08%, the legal limit qualifying for a DUI offense.

Winters was arrested a criminally charged by the District Attorney's Office.
