Police bodycam footage from a deadly officer-involved shooting last month shows the exchange of gunfire began after a suspect was spotted by flashlight on an apartment balcony.

Around 10:50 p.m. Aug. 23, Edmond police shot and killed Billy Ray Factor during a confrontation at apartments in the 1900 block of Three Stars Road near E Second Street and Bryant Avenue.

Officer Garrett Hill, who has two years of service, and Ismael Fiorina, who has one year of service, were placed on administrative leave pending the outcome of the investigation.

"Did he get any shots off?" one officer asked.

"Yes. Yes, he did. I saw a muzzle flash," the other officer replied

The newly released bodycam video shows the officers were investigating a report of an intruder at a neighboring apartment. "That really unnerved me," the resident, a woman, told officers about seeing the man on a Blink camera.

Officers asked Factor what he was doing and how he got up there after he was spotted crouching on the second-floor balcony, the video shows. Factor then got up, walked toward the balcony railing and raised his arm.

As he did, an officer can be heard saying, "Hey, hey, put that down." Then two shots can be heard, followed by several shots from the officers. Factor fell to the balcony floor.

The Oklahoman obtained the video from Edmond police on Friday. Police reported in an affidavit for a search warrant that Factor, 25, was dressed in all black.

The balcony led to a bedroom, where a 26-year-old woman was awake in her bed during the confrontation.

After the shooting, the woman told detectives at Edmond police headquarters she heard the altercation, according to the affidavit.
