John Kerry about carbon pricing

"That's the theory behind if you have a price on carbon. You have a price on carbon, people are, you all of a sudden change people's choices for what they build, how they build, where they deploy what, and that's how you begin to change it.
Now Europe has a much greater disposition, I don't say this derogatorily, but for regulation. We have less of an inclination for regulation, more of a disposition for some kind of market incentive and let the market decide what they're going to do. But that's what the pricing would affect too. Now, I have no illusions. This ain't going to happen very, really soon. I don't see it being implemented in the very near term because it will be weaponized like so much of what is happening in our politics. It will be called a tax and people will run away from it. So there's a core group that is now trying to come together around it and we'll see what happens."
