The President's opening speech at the permanent meeting of the Russian Security Council on nuclear deterrence became public for the first time. In his public speech, the president made it clear that Russia is ready to respond, including with nuclear weapons, to any external threats that it considers critical for itself.

— The nuclear triad of the Russian Federation remains the most important guarantee of its security, as well as an instrument for maintaining balance in the world.
— "We reserve the right to use nuclear weapons in case of aggression against Russia and Belarus, as a member of the Union state. All these issues have been agreed with the Belarusian side, with the President of Belarus, including if the enemy, using conventional weapons, poses a critical threat to our sovereignty," Putin said. At the meeting of the permanent meeting of the Security Council on nuclear deterrence, Putin proposed to discuss the issue related to updating the foundations of state policy in the field of nuclear deterrence. According to him, the document clearly sets out the conditions for Russia's transition to the use of nuclear weapons.
- "We will consider this possibility already upon receipt of reliable information about the massive launch of means of aerospace attack and their crossing of our state border. I mean strategic or tactical aircraft, cruise missiles, drones, hypersonic and other aircraft," Putin said.
The draft fundamentals of Russia's state policy in the field of nuclear deterrence expanded the category of countries and military alliances, supplemented the list of military threats, the Russian leader added.
"I would like to note that all the clarifications are deeply verified and commensurate with modern military threats and risks against the Russian Federation," he said.
