Ghost in the Shell: Stand Alone Complex (SAC) 2ND GIG – Individual Eleven Exclusive (2006)

By 2032, the simmering political and social fallout from the Third and Fourth World Wars begins to spiral out of control. During the wars, Japan welcomed around three million Asian refugees as a source of cheap labor. However, in the post-war era, these "invited refugees," now isolated on the reclaimed island of Dejima, find themselves unemployed and restless, with tensions threatening to ignite into all-out conflict.

Section 9’s involvement is triggered when they thwart a hostage crisis led by the domestic terror group known as the Individual Eleven. After their victory, newly elected Prime Minister Yoko Kayabuki reinstates Section 9 to confront the brewing refugee crisis. The Individual Eleven seems inspired by the infamous May 15 Incident, where naval officers assassinated the Prime Minister and gained public support. They aim to stir the refugees into rebellion against the Japanese government.

The plot thickens as Section 9 crosses paths with Kazundo Gōda, the calculating head of the Cabinet Intelligence Service (C.I.S.). Gōda orchestrates several refugee-related disasters, including a botched plutonium transport through Dejima, leading to countless deaths and deepening the divide between the refugees and the Japanese authorities. Unbeknownst to most, Gōda is a puppet master behind the scenes, spreading the Individual Eleven ideology like a social virus and engineering a new Stand Alone Complex.

Yet, Gōda’s schemes hit an unexpected roadblock in Hideo Kuze, a charismatic leader who genuinely believes in the refugees' cause. Kuze rallies the people of Dejima, seeking their independence from Japan, and his growing influence becomes a threat Gōda hadn’t anticipated. As Section 9 investigates, Major Kusanagi uncovers a haunting personal connection to Kuze, buried deep in her childhood memories…
