Serano was a pioneer in the micromachine industry, leading the charge with the first patent for a micromachine treatment of Cyberbrain Sclerosis, a debilitating condition plaguing cyborgs. The company had received substantial government funds to compensate for the loss of stock following the Laughing Man's interference. However, the facade soon crumbled when Serano later admitted that the patent was premature and that their micromachines, touted as a breakthrough treatment, were ineffective. The abduction and subsequent blackmail of six major micromachine companies, accused of selling cheap and defective medicine to boost the local economy, were part of the Laughing Man's broader campaign. This elite super-class A hacker, driven by a relentless pursuit of justice, sought to expose and punish the corporate giants whose greed and deception endangered countless lives. The incident was not merely a crime but a bold statement against the corruption festering within these powerful institutions. Despite an extensive investigation, the case remained a mystery for six long years… In 2030, Detective Yamaguchi, relentless in his pursuit of the truth behind the Laughing Man, finally uncovers a critical lead. He reaches out to Togusa of Public Security Section 9, hoping to share this vital information. But before they can meet, tragedy strikes… Yamaguchi, a key figure in the investigation, dies under suspicious circumstances. Public Security Section 9 is a covert counter-terrorist and anti-crime unit operating within Japan's National Public Safety Commission, though officially it is presented as an international search and rescue organization. The unit, largely unknown to the public, has the authority to act independently of government approval. Its members are elite operatives, specially selected from other groups, with a focus on cyber warfare, often handling cases involving hacking and cyberterrorism. As days turn into weeks, the case grows colder, until Togusa receives possible evidence from Detective Yamaguchi involving an illegally used wiretap known as an “Interceptor.” With authorization from Chief Aramaki and Major Kusanagi of Public Security Section 9, Togusa conducts a routine investigation into the suspected “Interceptor Technology.” During the investigation, a new message emerges from the shadows.
