ISAIAH 33 - Many translations capitalize the word "He" (in verse 8) referring to God. I don't agree.

Isa 33:8 The highways are desolate, the traveler has ceased, He has broken the covenant, he has despised the cities, He has no regard for man.

I noticed that many translations capitalize "He" as if they are in reference to God here. I do not believe that to be the case. "He" is the Assyrian. Sannecherib cut off the highways leading out of the city. He will break the covenant that he made with Judah. He has no regard for any man.
