Isa 30:8 Now go, write it on a tablet before them And inscribe it on a scroll, That it may serve in the time to come As a witness forever.

Isa 30:9 For this is a rebellious people, false sons, Sons who refuse to listen To the instruction of the LORD;

Isaiah was to inscribe this on a scroll. "This is a rebellious people, false sons. Sons who refuse to listen to the instruction (Heb. - Torah) of Yahweh." They would not listen to His Torah, therefore He would not listen to their prayers.

(Prov. 28:9, Zech 7:11-13).

Isa 30:10 Who say to the seers, "You must not see visions"; And to the prophets, "You must not prophesy to us what is right, Speak to us pleasant words, Prophesy illusions.

People back then (and today) do not want to know the truth. Elohim's Word is truth. When we hear people saying things that we want to hear, but are contrary to Elohim's Word, we should turn from it. But few people do.

Isa 30:11 "Get out of the way, turn aside from the path, Let us hear no more about the Holy One of Israel."

People back then and today did not want want to hear the Words of Elohim. They only want their ears tickled.

Isa 30:12 Therefore thus says the Holy One of Israel, "Since you have rejected this word, And have put your trust in oppression and guile, and have relied on them,

Isa 30:13 Therefore this iniquity will be to you Like a breach about to fall, A bulge in a high wall, Whose collapse comes suddenly in an instant.

Isa 30:14 "And whose collapse is like the smashing of a potter's jar; So ruthlessly shattered That a sherd will not be found among its pieces To take fire from a hearth, Or to scoop water from a cistern."

Assyria broke the northern kingdom so bad that many now call them the "Ten Lost Tribes of Israel." That is a total misnomer. They should be called the "Ten Judged Tribes of Israel." You cannot find a verifiable fragment of those people that is left.

Isa 30:15 For thus the Lord GOD, the Holy One of Israel, has said, "In repentance and rest you shall be saved, In quietness and trust is your strength." But you were not willing,

The term "in returning and rest you shall be saved" is in reference to turning to Elohim and resting in His Torah, you shall be saved..

(Matt. 11:28-30).

The "rest" being spoken of is turning toward the ancient paths of Elohim, His Torah.

Jer 6:16). His ways are not burdensome.
1 John 5:6).
The sad part of this verse is the very end where God says, "But you were not willing." Israel was too prideful and refused to rest in God.
