[IKEMEN GO] Samsho Rage-like power bars

Finally we can have powerbars that emulate Samsho's Rage bars, bg0 changing by power value.
Ideally bg1, bg2 and top layers would have that feature as well, because in some cases when we are already using "layerno=2" there's no other way to overlap the front layers.
That said, the new feat is really nice regardless.

Lifebar status: Don't know, I just started it.
Stage status: Unfinished, not being worked on.
