Navigating ISF Filing for Waste Paper Imports: Who's Responsible?

In this video, we discuss the responsibility for filing the Importer Security Filing (ISF) for waste paper imports. The party listed as the Importer of Record (IOR) on the Customs Entry is responsible for submitting the ISF to US Customs and Border Protection (CBP) at least 24 hours prior to the cargo being laden aboard a vessel destined for the US. Typically, the IOR is the entity that has purchased the waste paper and has it shipped to the United States. However, it is common for importers to engage the services of a licensed customs broker to handle the complexities of the ISF filing and ensure compliance with customs regulations. The customs broker will gather all necessary information and electronically submit the ISF to CBP on behalf of the importer. Importers of waste paper must also ensure they have a valid customs bond in place to ensure the prompt release of their shipments. Working closely with a customs broker will help importers navigate the customs clearance process smoothly and efficiently.
