Noni and Sandy explain how in BC, when governments want to take out a loan for a project that the taxpayer will have to repay, they put out a notice, and if 10% of the population doesn't submit an opposition form by mail or in person, they pass a bylaw and borrow the money. This is called the Alternative Approval Process (AAP). They are currently running an AAP for a $90 million maintenance yard and "base of operations" in Nanaimo. As a result of Sandy's efforts, the first two AAP attempts for the project failed. Now they are running a third. Sandy makes the case that a referendum is a much more desirable process for obtaining approval.
