No Emergency Alerts With ATSC 3.0?

My experience with ATSC 3.0 emergency alerts has been very bad. Either the ATSC 3.0 broadcasters in my area aren't sending out emergency alerts, or the ADTH box isn't working properly. Other ATSC 3.0 devices don't even have the capability to display emergency alerts information.

If broadcast is supposed to be superior when compared to alerting via the internet, why isn't broadcast working, when my phone is?
