"You can't have a climate policy that when one party's in charge goes full speed ahead and then it stops dead cold. These are 30 year investments in steel factories, fertilizer factories, new ways of making meat. It requires a constant full speed ahead in order for the US to be an exemplar, which if we're not, then it's not likely we'll succeed."
