Telegram CEO accused of crimes committed via his platform, why isn’t Zuckerberg prosecuted?

While Pavel Durov has been accused of crimes committed via his platform, for some of his social media competitors it's business as usual without any threat of prosecution, despite their networks being used to break the law in very serious ways.
