Sugar Creek floods — again

The area near Highway 24 and Northern Road in Independence, Missouri, flooded again Friday morning after a quick onset of heavy rain dumped inches in a short period of time. Business owners in the area said the floods are caused by a broken culvert that remains unfixed because no one can figure out whose job it is to repair it.
