Bodycam video released of Florence County deputy who unlawfully killed an unarmed suspect

The Florence County Sheriff's Office released body camera video on Friday, Aug. 23 of an incident in May where a deputy unlawfully shot and killed an unarmed suspect.

The South Carolina Law Enforcement Division charged a Florence County, South Carolina deputy with voluntary manslaughter, assault and battery of a high and aggravated nature, and misconduct in office on Wednesday, Aug. 21.

Florence County Sheriff TJ Joye requested SLED to investigate following a police shooting on May 26.

Deputy Treyvon Jonathan Sellers, 29, attempted to pull over Dewayne Rankin for reckless driving on May 26. A pursuit ensued lasting about 4 minutes, when Rankin hit a tree off East National Cemetery Road in Florence County. After hitting the tree, Rankin took off on foot and into a home, officials said.

According to the arrest warrant, Sellers and his K-9 partner, who was off leash, entered the home unannounced after Rankin. Without knowing who was inside the home, Sellers immediately gave K-9 Ikar the apprehend command. Ikar apprehended the homeowner, who was not involved in Rankin's criminal activity.

Sellers gave Ikar the wrong commands and did not utilize available resources to remove Ikar from the homeowner. This resulted in the homeowner being mauled for 87 seconds, which caused permanent disfigurement and impairment to the homeowner's left arm and shoulder, audio/video evidence supports.

Sellers found Rankin unarmed and lying on a couch near K-9 Ikar, who was actively mauling the homeowner. Sellers fired his department-issued handgun five times, unlawfully killing Rankin without malice.

Sellers was booked into the Florence County Detention Center, SLED said.
