Pennsylvania Judge Rules Voters, Election Officials Cannot Count Defective ‘Naked’ Mail-in Ballots

A Pennsylvania has judge ruled that voters and election officials cannot cure or count mail-in ballots that are missing secrecy envelopes, also known as "naked ballots"
The court said, “It is the voter’s burden to ensure they have completed the steps necessary for their mail-in ballot to be included in the tabulation.”
The judge also said that the Pennsylvania Legislature, not the court, needs to implement new procedures to fix those ballots.
The ruling comes after a Pennsylvania appeals court ruled that Mail-in ballots that arrive on time but in envelopes without dates or with incorrect dates should not be counted.
