Negotiations over a plan to end the war in Gaza are scheduled to start in Qatar. The region is on edge as Israel braces for retaliation from Iran after it allegedly killed Hamas political leader Ismail Haniyeh in Tehran. Tensions are high also following international condemnation of a recent Israeli strike in Gaza that killed more than 90 people sheltering at a school.

Negotiators want to use a plan put together by the Biden administration in June and endorsed by the UN Security Council. The plan calls for a six-week cease-fire in Gaza. Hamas would release its remaining Israeli hostages in exchange for Palestinian prisoners. Israel would allow unlimited aid deliveries and its forces would withdraw from Gaza. But Hamas has said its new political leader Yahyah Sinwar will not attend the talks.
