He was boosted onto the roof where Crooks was hiding, but when he spotted the armed 20-year-old, he backed down—then all hell broke loose.

The footage also reveals the cops had been watching Crooks, only to lose track of him just before the attack. “He was creeping people out,” an officer said, describing how they lost sight of the shooter by the water tower.

This disturbing video, one of twelve released through a freedom of information request, shows how close this came to being an even bigger tragedy. And while federal officials are staying quiet about Crooks’ motive, the footage leaves no doubt—this could’ve been prevented.
