However, if the shipment includes other goods increasing the total value beyond $2,500, an ISF filing becomes mandatory. Additionally, if the shipment contains goods subject to other government agency (OGA) regulations, such as FDA, EPA, or CPSC, an ISF filing is still necessary, irrespective of the value. While an ISF filing is not required for goods transported by air or truck, it is mandatory for goods transported by sea, regardless of value or nature.
