Pope Stephen I firmly opposed this view, maintaining that the validity of baptism did not depend on the moral character of the minister performing it but rather on the proper form and intention. He insisted that baptism, once validly conferred, should not be repeated.

Stephen I emphasized the importance of unity within the Church. He held that maintaining ecclesiastical harmony and adherence to Roman primacy were crucial for the Church’s integrity. His correspondence with Cyprian and other bishops reflects his efforts to uphold these principles.

Stephen’s strong stance on the issue of rebaptism led to tensions with Cyprian and the African Church. Despite these disagreements, his leadership demonstrated the growing authority of the papacy in matters of doctrine and practice.
Martyrdom and Legacy
St. Stephen I is traditionally considered a martyr, although details about his martyrdom are not well-documented. It is believed that he was martyred during the early persecution of Christians under Emperor Valerian around August 2, 257. His feast day is celebrated on August 2.
